Of liars and exploding buses


I am a fan of  "Lie to me", a TV series about a fictional character whose expertise is in detecting the subtle body language of someone who is lying. If you've caught an episode or two, you can not help but cringe when you see the video footage of former AFP Chief of Staff Angelo Reyes making a motion to scratch his nose (to cover his mouth) as he responded to Sen. Jinggoy Estrada's question about the "pabaon" system in the AFP.

Fifty million and no one caught on. It is mind boggling, for most of us who live paycheck to paycheck anyway, how one can misappropriate that amount without being detected. But you see, the AFP has intelligence funds coming out of its nose, not subject to COA regulations. Fifty million is nothing. No one can know. And that is a loophole in the law that men, who wore stars on their shoulders, all know.

But siphon enough money from the intelligence funds for "pabaons", trips abroad with the missus, etc. and you've got military intelligence that can not even hope to detect the simplest of terrorist plots.

  1. For one thing, I am not content seeing only people as high as the Defense Sec suffering. I'm sure people below him also do that on a far larger scale, just because they are MORE people.

  2. I believe this happens on every government agency in the Philippines.

    Even those funds that are accounted for, it only takes technical know-how to hide the facts with certain (believable) figures.

  3. I suspect you may be right Noz. I just wanted to emphasize the point that is so easy is for generals to dip their hands on the non-COA-regulated intelligence-funds-cookie-jar. And no one would ever know. Except for the fact that shit like exploding buses happens every once in a while. Where was the military intelligence there? These terrorist a-holes are not a very sophisticated bunch (at least not here in the Philippines). Remember Commander Robot? Pangalan pa lang, alam mo na mala Daimos ang tingin nya sa sarili nya.

  5. General Don Dee, SOP talaga yung mga gawaing ganun. May kakilala ako noon na sinabihan ng CO niya kumuha na ng kung magkano gusto niya dun sa intelligence funds ng unit, dahil papalitan na sila. E yung kilala ko an officer and a gentleman kasi, di raw niya magawa, ayon hanggang sa kasalukuyan mahirap pa rin.

    At ika nga nila, oxymoron daw ang "military intelligence."

  9. General Neckro, thank you, kelangan mag-observe tayo ng military protocol, huwag lang yung pabaon. Exception yung mga tulad ng munggo na may chicharon o pira-pirasong balat ng baboy, at ang mga nasa pagkain nasa blog nila Tequilasunrise et al.
